Key issues and recommendations from the brainstorming of the Government of Kazakhstan and the World Bank: July 22, 2007

On July 22 2007, the government of Kazakhstan, the World Bank, and other international experts conducted a day-long brainstorming on key economic issues and policy.  The delegation of the government of Kazakhstan was led by Prime Minister Karim Kajimqanüly Masimov, and included other top level officials.  World Bank Vice-President Shigeo Katsu co-chaired the session with Mr. Masimov.

Since independence the Republic of Kazakhstan passed through major reforms of the whole economic and political systems, including the administrative reform.

The President in his Address to the Kazakhstan’s Nation “Kazakhstan – 2030 Prosperity, Safety and Welfare Improvement of All Kazakhstan People” has put an important goal - to create effective and modern civil service and management structure in Kazakhstan that would be effective in market economy conditions and focused on population and securing public interests.

Ladies and Gentlemen, I am glad to welcome all the participants of today’s brainstorming.
As you know, economy overheating is a quite realistic threat for countries with developing economy, especially when annual GDP growth stayed within 8-12% during several years in a row. However, China’s example can prove that economy’s growth can be two-digits during decades avoiding overheating threat. High quality governance, adequate and timely economic policy measures promote maintaining of sustainable growth and avoiding overheating threat.

Kazakhstan is quite a unique case of economic development. We started from a level different from our neighbors. Some had better conditions, some worse. All of us followed our own paths of economic policies. And now, Kazakhstan achieved success in its economic reforms and continues to put every effort to develop further.
