Rashid Tusupbekov participated in the 5th International Meeting of Ministers of Justice
17-18 May in the Rome (Italy) took the 5th International Meeting of Ministers of Justice on the topic: "From Moratorium to abolish the death penalty. No justice without life. "
During the meeting were discussed issues of moratorium on capital punishment, alternative forms of punishment of the death penalty and other aspects of the humanization of criminal sanctions.
In his speech, Minister of Justice of the Republic of Kazakhstan Rashid Tusupbekov said that since Kazakhstan gaining independence, we has embarked on building a democratic, secular and legal state in which the main backbone of public policy are human rights and freedoms.
R. Tusupbekov informed the forum participants about measures excepted by Kazakhstan to abolish the death penalty and the main directions ofthe state legal policy. In particular, the force in the country's moratorium on the death penalty, announced in 2003 by the Decree of the President of Kazakhstan to its complete abolition.
The participants in the meeting were interested in the amendments to the Constitution of the Republic of Kazakhstan, which was adopted in the 2007 year, significantly reduce the list of offenses for which may be provided for capital punishment. This terrorist crimes involving the loss of life, as well as the most serious crimes committed in wartime, to grant the sentenced person the right to seek pardon.
Also R. Tusupbekov informed about the prospects of improvement and development of the correctional system in the light of implementation of the concept of legal policy for the period from 2010 to 2020, approved by Decree of the President of the Republic of Kazakhstan on August 24, 2009.
